should work, its written in hopes you have a working knowledge of Paint Shop

Open a 725x725 tag
Frame 7 c/p re-size by 90%
Take your tube with the layers you wish to use (colors)
paste her re-size her down by 35% pull to the bottom edge of your frame…
E9 c/p re-size by 50% pull to the left hand edge of
your tag…
E6 c/p re-size by 45% pull in front of blue water
plant…
E14 c/p re-size by 70% pull to cover the bottom edge
of your tube…
E15 c/p re-size by 40% pull to the lower right hand
edge of your tag…
E78 c/p re-size by 30% pull to the lower right hand
edge of your tag…
E60 c/p re-size by 45% pull to the far right hand edge
of your tag…
E13 c/p re-size by 35% pull to the far left hand edge
of your tag…
E95 c/p re-size by 45% pull to the bottom edge of
clear glass bottle…
E70 c/p re-size by 25% pull to the bottle on the
right…
E39 c/p mirror re-size by 25% pull to sit in front of
blue bottle…
E16 c/p re-size by 25% pull to sit on the edge of
drift wood…
E71 c/p re-size by 15% pull to the upper right hand
edge of your tag…
Go to the bottom layer of your tag flood fill with
paper11 apply mask from above, merge and add
a sharpen more …
Go back to the top most layer of yoru tag add a new
raster layer and add your copyrights and credit for kit maker and a saying and
your done…
