This tutorial is written in Corel 2023, but any version should work, this is written in hopes you have  working knowledge of Paint Shop Pro or other graphics program… this is written by me, never meant to copy or look like your work…

Vertical 4

Horizontal 3

Opacity 50

Blur 5

Color black

Open a 750x750

Frame 1 c/p size this down by 46%

63 c/p size this down by 60% pull to the bottom of your frame

17 c/p size this down by 45% pull to the right side of your frame

78 c/p size this down by 33% pull to the bottom of the trees

Take the close up of the tube c/p size her down by 50% move to the middle of the frame

51 c/p size this down by 25% pull to cover the bottom of your tube

5 c/p size this down by 26% pull to the bottom left of the tube

8 c/p size this down by 16% pull to float above the seaweed on right of your tag

10 c/p size this down by 16% pull to float on the lower left of the seaweed

79 c/p size this down by 16% pull to the far right of big seaweed

4 c/p size this down by 15% pull to the middle of the tag add the DS from above

12 c/p mirror size this down by 12% pull to sit in front of the ship

155 c/p size this down by 35% pull to the upper right of the tag, add the DS from above

183 c/p size this down by 12% pull to sit in front of the seaweed

24 c/p size this down by 12% pull to sit on far right of the seaweed

104 c/p size this down by 15% pull to sit by bottles

80 c/p size this down by 15% then rotate 45° to the left pull so it is in between the sea animals in front of the ship

83 c/p size this down by 15% pull to the far left side of tag by the ship

Click on bottom layer of the tag 

220 c/p size this down by 70% pull so it is in the middle of the tag

**I removed the frame here at the end you can keep it i used it as a focal point to make sure everything fit in the tag**

Click on top most layer of your tag 

Add a  new raster layer for the copyrights and credit to the kit maker, then add a name or saying and you’re done…
