This tutorial is written in Corel X5, but any version should work, this is written in hopes you have working knowledge of Paint Shop Pro or other graphics program… this is written by me, never meant to copy or look like your work…

Open a 700x700 size tag

Frame 5 c/p re-size by 51%...

E31 c/p re-size by 55% pull to make it look like the frame is holding the water…

E7 c/p re-size by 55% pull to sit on the left hand edge of your tag…

E9 c/p re-size by 65% pull to the lower part of the frame…

E6 c/p re-size by 30% pull to stand beside the tree…

E62 c/p re-size by 65% pull to the far right hand edge of your tag…

Take the tube c/p re-size it by 34% pull so her tail hangs over the light house, now take the 2^nd tube c/p re-size by 30% pull to sit in front of the other tube….

E10 c/p mirror re-size by 20% pull to sit by her right arm that she is leaning on…

E13 c/p re-size by 11% pull to sit by pineapple…

E38 c/p re-size by 12% pull to sit on left of sitting mermaid…

E37 c/p mirror re-size by 12% pull to sit by the green drink…

E16 c/p mirror re-size by 17% pull to sit under the palm tree…

E32 c/p re-size by 17% pull the bird to sit on watermelon…

E3 c/p re-size by 17% pull to sit in front of watermelon…

E12 c/p re-size by 17% pull to the far right hand edge of the tag, on the right of the mermaid…

Click on bottom layer of your tag open paper2 draw a rectangle with it behind your frame, and make it into a raster layer…

Add this drop shadow to the frame
