I wrote this tutorial on June 14 2012. 

This is written in the hopes you have a working knowledge of PSP9

I'm using the wonderful artwork of Andy LLoyd which you need a Lic to use his work

and the Stars and Stripes scrap kit by Coyoties Design

I'm using a tube that has a close up because it works better this way..

Open a 600x315 tag blank canvas

open cds-sas-pp6 and flood fill bottom layer

Using AAA Fhoto Frame,with the setting below

Open cds-sas-roseandribbion resize it by 50% paste it as a new layer.. Now copy that layer and paste as a new layer, mirror it by using your Image Mirror tool in PSP9

Merge these two layers, and add a drop shadow of 5/5 (which is my default drop shadow)

Open the close-up or head-shot of your tube and paste it behind the rose layers

I re-sized this head shot by 45% but each close-up/head-shot will be different sizes, so you may have to re-size less or more.. Do as you think it would look best on your tag

After re-sizing the close up, copy that layer and paste as a new one, and mirro it then pull it behind the rose element

Open cds-sas-America Beads copy and paste it above the close up's  I had to re-size it by 65% to make it cover the very top of her head.

Add your name, copyright info and your done..
