Open a 670x670 size tag, you can re-size it later

Board c/p re-size by 70% leave in the middle of your tag…

Shelf c/p re-size by 50% pull to the bottom edge of the board…

Light  c/p re-size by 50% pull to the upper top of board add this drop shadow

Vertical 5

Horizontal 3

Opacity 100

Blur 5

Color black…

Bow c/p re-size by 45% pull to the upper left hand side of lights…

Balloon c/p re-size by 45% pull to the middle of the bow…

Take the tube, not the other elements in the package, paste and re-size by 80% pull her to the far right hand edge of shelf…

Cupcake2 c/p re-size it by 45% pull to the far left hand edge of shelf…

Mouse1 c/p re-size by 25% pull him to the right hand edge of cupcake2…

Bear c/p mirror re-size by 30% pull to make him stand by her knee…

Cat c/p re-size by 30% pull to the lower left hand edge of your tag…

Carriage c/p re-size by 20% pull to the left hand edge of her left foot…

Dragon c/p re-size by 20% pull to make him stand on top of carriage…

Bunny c/p re-size by 20% pull to the left hand edge of the carriage…

Sundae c/p re-size by 20% pull to it to sit by her left hand boot…

Cupcake1 c/p re-size by 20% pull to the right hand side of cat…

Go to the bottom layer of your tag flood fill with paper10 apply mask from above, merge into one layer, add the drop shadow from above but opacity 50 instead…
